Pavel Durov Challenges French Probe While Telegram Expands Web3 Plans

Telegram founder Pavel Durov has once again pushed back against French authorities, arguing that the ongoing criminal investigation against him is “legally and logically absurd.” In a Telegram post on Sunday, Durov described his arrest last month by French police as “unprecedented” and said it was unjust to hold a tech CEO accountable for the actions of independent users on the platform.

“A year later, the ‘criminal investigation’ against me is still struggling to find anything that I or Telegram did wrong. Our moderation practices align with industry standards, and Telegram has always responded to every legally binding request from France,” Durov stated.

Durov revealed that he must continue reporting to French authorities every two weeks, with no appeal date set, calling the situation a “weird detention” that has caused “irreparable damage” to France’s reputation as a free country.

French scrutiny over content moderation

The case highlights growing tensions between governments and tech platforms regarding responsibility for harmful online content. French prosecutors have accused Telegram of insufficient content moderation, while activists and the crypto community have condemned the arrest, arguing that it undermines free speech.

Durov was initially barred from leaving France after being charged, though he later received approval to travel to Dubai, where Telegram is headquartered. Under court restrictions, he may only travel to Dubai for 14 consecutive days per trip and must notify a judge in advance. Any other travel requires separate authorization.

French President Emmanuel Macron has denied claims that Durov’s arrest was politically motivated, insisting in an August 26 post on X that freedoms must be protected “within a legal framework.” His remarks sparked backlash, including criticism from Helius CEO Mert Mumtaz, who questioned why government leaders are not held accountable for failing to prevent crime entirely.

Durov reaffirms stance on censorship and privacy

Durov emphasized that Telegram complies with all legal requests but will not violate user privacy by handing over encryption keys or building backdoors. He stressed that Telegram will exit any jurisdiction that attempts to enforce censorship.

Despite French authorities pressing forward with the case, Durov pointed to Telegram’s active efforts to combat harmful content. He highlighted daily moderation practices, cooperation with NGOs, and ongoing removal of inappropriate material.

TON adoption grows as Telegram expands Web3 ecosystem

While the legal battle unfolds, Telegram continues to strengthen its role in the Web3 ecosystem through The Open Network (TON). Toncoin (TON), the network’s native token, ranks as the world’s twenty-first largest cryptocurrency by market capitalization, according to price data.

Verb Technology, a digital asset treasury (DAT) firm, has rebranded as Ton Strategy Company and now holds more than 8% of Toncoin’s circulating supply. Data from The Block shows user activity on TON spiked following Durov’s arrest, though engagement has since declined from its peak.

Durov’s case illustrates the global struggle between governments and tech companies over responsibility for digital content. For Telegram’s nearly one billion users, the outcome could shape how messaging platforms operate under increasing regulatory scrutiny.
